Message Title: CalParks - so what *IS* the deal?

Can anyone tell me (and the rest of those who read this board) just what the heck is going on in our local State Parks? I know that they all (Topanga, in particular) are under intense scrutiny vis-a-vis budget cuts, and there are various threats to close them, not all of which I can get solid information regarding. I also see that there is an on-line list of State Parks that allow geocaching: not a single one of the Parks within the over-all boundaries of the SMMNRA are on that list. Does anyone know why? Is it a misunderstanding re: Federal vs State rules? Is it preemptive, in case the Parks are closed? I am tired of googling this topic, and getting very little real information. I'd love to see something from anyone who knows some of the local State employees. For that matter, if anyone knows of a formal statement from any of the Rangers, or even the Superintendent, that has been posted on-line, that would be interesting reading. I really just want to know why caches are not allowed in the State Parks in the Santa Monica Mountains. Considering that a number of local cachers are involved in volunteer work, and almost every cacher picks up a little trash now and then, I think an explanation is due.
